[fidl][llcpp][c] iovec support for fidl_outgoing_msg_t

This CL splits fidl_outgoing_msg_t into two cases:
- The existing bytes case, which is used with fidl_encode
- The iovec case, which is used with fidl_encode_iovec (new)
