[docs][fidl] Fix includecode paths for .noformat files

This fixes the paths for FIDL files included in the fidlc error catalog
that have been stale since Ic5886f433fa85208e9c3348d715dc796ed1f7b8a
renamed them to use the .noformat.test.fidl extension, 3 months ago.

Test: manually staged docs and confirmed fi-0217 shows up
