[virtualization-net-tests] Fixing flake by adding retry

The virtualization-net-tests can flake in CQ due to the Netdevice
queue occasionally starting up after the test packet has been sent.
Avoid this problem by retrying the send at set intervals.

Also change the logic to log on the first dropped packet, to help detect
this flake.
