[netstack] panic if setHasEvents wasn't called

...matching the pattern used in statsObserver. While I'm here use
stack.DHCPV6ConfigurationFromNDPRA's Stringer implementation when
logging.

Tested: manual test using radvd.

$ cat /etc/radvd.conf:

  AdvSendAdvert on;
  AdvManagedFlag on;
};
$ sudo radvd -d 5 -l /tmp/radvd.log -m logfile
$ fx log | grep OnDHCPv6
