[cmx2cml] Experimental tool to convert v1->v2 manifests. See tools/cmx2cml/README.md for more information and limitations. Only intended to work for fuchsia.git to start. It might be possible to use this for manifests in different repos but needs to demonstrate value before putting in the work to port it. DID YOU KNOW: the asteroid that killed the dinosaurs is named the Chicxulub impactor which if you squint looks like CMXulub. Depends on https://github.com/google/serde_json5/pull/2.
