[assembly] Prepare to move setui config files to product from board

This is CL 1 of 5 in a soft transition to move the setui config
files for qemu operation to the product from the board.

1. Prepare by using a soft transition flag
2. Set the flag in the product repo and add the files there
3. Remove the configs from the x64 board
4. Stop setting the flag in the product repo
5. Remove the soft transition flag
