[debugger] Add JobExceptionChannelType ..to differentiate between attaching to the job's debugger exception channel, or the normal exception channel. Details can be found here https://fuchsia.dev/fuchsia-src/concepts/kernel/exceptions#zx_excp_process_starting_and_job_debugger_channels. This isn't hooked up yet, this change only modifies the JobHandle interface to accept the type of channel to use.
