[iwlwifi] Add customized firmware support in tests This change added a class called FakeUcodeCapaTest to customize the ucode capability part of fake firmware, so that new tests cases can choose the logic path to cover based on different ucode capability flags. bug: 80001 Test: Current tests passed. Manually verifed the the logic path change after modifying ucode capa. Test cases on UMAC scan(in the next CL) will conduct a further verification.
