[activity] add activity_ctl test utility

This utility can be used to interact with activity.cmx, including:
  - Simulating user activity through the Tracker protocol
  - Forcing activity states through the Control protocol
  - Watching the system's activity state through the Provider protocol

Testing: Exempt from testability since this utility exists for testing
purposes.
