[logs] Start soft-transition of ArchiveReader

Start a soft transition of ArchiveReader
by introducing ArchiveReaderV1 for compatibility with
other repositories. After transitioning the other repositories
to ArchiveReaderV1, we can make breaking changes
to ArchiveReader.
