[sys] use the shutdown_shim's statecontrol.Admin

Change the provider for the system's
fuchsia.hardware.power.statecontrol.Admin from driver_manager to the
shutdown shim, which proxies requests to power_manager.

This change results in the system performing an orderly shutdown of all
components when a shutdown is requested.
