[assembly] Enable ZBI signing by generated_board_config arg

Instead of using the global GN args to enable ZBI signing, we are now
allowing clients of generated_board_config to specify their signing
script (if present). This allows boards in the same checkout to have
different signing parameters.

This bug was discovered in //build/images/guest, where some GN
configurations specify a ZBI signing script as a global GN argument, but
//build/images/guest should not be signed (according to
assemble_system.gni).
