[ui][gltf] Delete unused tools and cmx a11y_manager_apptests.cmx is unused, a cml already exists. gltf_export and scenic_snapshot_viewer are deprecated, and they have no current users. paper_shader_compiler is a host tool and so does not need a component manifest. print-input-report can be run from the shell and so does not need a component manifest.
