[modular][testing] Add timeouts to RunLoop() calls in last_focus_time_test There are reports of flakes. However, it is difficult to tell if the flake is due to *all tests* timing out, or this one in particular. These new timeouts will show us if a particular operation under test times out, relative to infra timing out. MF-418 Change-Id: I71a499eb36fa5c1f34166a62c966f3910be8780a
