[build] bazel_action() support for `copy_outputs` Provide an alternative way to specify how to copy Bazel outputs to Ninja when declaring a bazel_action() target. Instead of two parallel lists, use a single list of scopes. Continue to support the old scheme for compatibility with //vendor/...
