[build] Fix UEFI disk image creation for bringup Bringup builds should now put bringup.zbi in the A partition instead of the system partition. This CL also increases the size of the ABR partitions, allowing the asan/ubsan variants of bringup to be built. Tested by running building the asan-ubsan variant of bringup.x64 along with buildbot locally.
