[icu] Add utility to extract time zone IDs from ICU data

- Add `tz-ids` command to icu_data_extractor to generate a file
  containing a list of all time zone IDs supported by ICU
- Add `static_icu_data` GN template to eliminate some of the
  boilerplate of generating files with icu_data_extractor at
  build time.
