[build][secondary] Add Vulkan ecosystem repositories. This adds README.fuchsia and OWNERS to the Vulkan ecosystem repos. The override README.fuchsia files in the assets directory are all deleted. This also adds BUILD.gn `group` targets to map `//third_party/<repo>:target` to `//third_party/<repo>/src:target`.
