[ui] rename all root_presenter -> virtual_keyboard_manager This change updates all component and build target names for the virtual_keyboard_manager component to reflect what it is now. It also removes vestiges of the root_presenter component. A follow up change will move all these files from //src/ui/bin/root_presenter to //src/ui/bin/virtual_keyboard_manager. Bug: 123721 Fixed: 123724 Test: manual test verifies that virtual keyboard still works.
