[docs/build] refresh build documentation

The main changes since these docs were last refreshed are:
 - the build is configured primarily via boards and products
 - the zircon build is gen'd from the fuchsia build
 - "build packages" are a deprecated concept
 - the layer cake is a deprecated concept
