[wlan][policy] Include channel in internal BSS struct

Adds channel information to the internal BSS struct, to later be
used adding a preference when scoring 5GHz networks. Rather than
modifying each test data to include the channel, we now also make
further use of the "generate_random_bss()" function, with overrides
as needed.
