[arm64][hypervisor] Check pending interrupts before waiting There may be interrupts that have been removed from the interrupt tracker and placed into the LRs but not yet triggered when we vmexit on WFI. If this is the case, we should immediately reenter the guest and allow the interrupt to fire. TEST=Added a unit test to hypervisor-tests. Change-Id: If7013db73e253edffe2ac936e7dc43271bca9e57
