[swd-e2e-tests] Allow TUF package name to differ from meta/package

"update"-style packages currently require that meta/package actually
names the package as "update", but we want our custom update omaha
package to be referenced as "update_omaha" in order to distinguish it from
the packages produced by the build. This changes the package builder
to require the TUF package path up front, and to stop auto-generating the
meta/package file.
