[sdk][build] Revert files & fxl to a standard source_set()

Revert the conversion from `source_set()` targets to `sdk_source_set()`
targets in https://fxrev.dev/737558.

This reverts two files in commit bdcbaee84d4f19c4c41f82bdbebcad5e600ff472.
