[kernel][sched] Disable fair scheduler until E2E tests stabilize. Disable fair scheduler on arm64 and x64 to reduce uncertainty while other E2E test blockers are addressed. Bug: ZX-3959 Test: Build arm64 and x64; Observe correct scheduler. Change-Id: Ic2f15c05d1703c43b98769e473cd4851c9f90db1
