[kernel][sched] Implement remaining sched API in the fair scheduler. - Add support for priority inheritance using base, effective, and inherited priority fields of thread_t. - Add support for updating thread weight in all thread states. - Implement sched_transition_off_cpu(), sched_inherit_priority(), and sched_change_priority().
