[build][sdk] Prevent "internal" SDK category for most atom types

"internal" `cc_source_library` atoms are still allowed because there
are more than a few and they are covered by an allowlist in
`sdk_source_set()`. Other types are not allowed to use "internal"
except for a small number of specific targets.

Remove an unnecessary "internal" from a `bind_library()` and delete an
unused `sdk_host_tool()` target to avoid adding exceptions for them.
