[bt][l2cap] Send Fixed Channels Supported Info Request

Send Fixed Channels Supported Information Request when a LogicalLink of
type BR/EDR is initialized.

This is needed to pass the PTS test L2CAP/FIX/BV-01-C.

Test:
An expectation for sending the Fixed Channels Supported information
request was added to L2CAP_ChannelManagerTest::QueueRegisterACL. Many
tests calling this can be run in bt-host-unittests:
L2CAP_ChannelManagerTest.*

Additionally, I manually ran the PTS test for sending the Fixed Channels
Supported packet:
L2CAP/FIX/BV-01-C
