[display] Introduce a metric for stalled vsync

* The core display driver now publishes per-display
"vsync_stalls" count, which contains the number of times the
driver detects that vsync has stalled for more than 10 seconds.
A driver-internal vsync monitor task periodically (every 5 seconds)
checks this condition and increment the counter for every new stall
encountered.

* Added a lapis config that polls inspect and increments a fleetwide
"vsync_stalls" count based on changes to the inspect count.
