[gvisor_syscalls] Define test targets

Add test targets and expectations for netstack2, netstack2 with fast
udp, and netstack3. Targets and expects were imported using the
`prepare_test_source.sh` script which was previously used for local
testing. They were then amended to work with the new directory
structure.

A later commit will shard the test targets so they can be run in
CI/CQ.
