[boards] Factor smaller pieces out of x64-reduced-perf-variation

This makes some finer-grained targets available and provides a
little more structure and thus implicit documentation to the
disparate collection of settings.  The generic ones not specific
to a machine architecture are collected together in the new
generic reduced-perf-variation target, which is incorporated into
x64-reduced-perf-variation via deps.
