[display][simple] Move the factory function to SimpleDisplay.

This moves the factory function "bind_simple_pci_display()" to
a static factory function "Create" in the SimpleDisplay class.

Test: no-op.
Test: core.x64 booted on (1) NUC11 (without intel-i915)
      (2) fx qemu -g --no-virtio
