[ffx][repo] A number of small CLI improvements

This makes the following improvements to repository CLI:

* We report "repository server address in use" on port conflict, rather
  than internal error.
* Added support for `ffx --machine json repository server start`.
* Changed `ffx repository server stop` to report "No repository server is
  running" if the server was already not running.
* Changes `ffx repository server start` to register repo on devices in
  the background.
