[netstack3] Enable SLAAC tests for NS3

Run existing SLAAC tests against Netstack3 in addition to Netstack2.
Some tests require forwarding functionality that Netstack3 does not yet
support; those tests are skipped. Replace the usage of raw sockets to
send a router advertisement with a fake endpoint in the third test so
that it can run against Netstack3 (which does not support raw sockets
yet).
