[revert][ulib/task-utils][ps-utils] Move dumpthread utilities to a library

This reverts the following commits:

  [ulib/task-utils] Fix the header and includes

  commit 26081e24b4b2357a5b1c160691b21f8290ea0cd1.

and:

  [ps-utils] Move dumpthread utilities to a library

  71cd5f6e61673072767fbdbefd795750240f81c0.

Since these introduce a new shared library dependency for the killall
program which breaks a convoluted downstream test case.  Revert to
relieve the pressure while that case is fixed.
