[appmgr] Implement linear backoff for diagnostics directory waiting. A component that takes over 15 seconds to startup and serve out/diagnostics would be missing its diagnostics output. This change implements non-probabilistic linear backoff up to 30 retries starting at 500ms for each retry, which gives a little under 4 minutes to start up.
