[rust][inspect] Make exporting a VMO optional. In various unit test situations its desirable to be able to create and verify inspector objects without the overhead and complexity of creating a file system to export them into. This CL makes the exporting to service_fs a separate method. Change-Id: Ia566fd80698789a938a81a14e40b28ad97225117
