[power] Sampler config for Power Broker

Hook up to Power Broker's
root/fuchsia.inspect.Stats
root/broker/topology/fuchsia.inspect.Graph/stats:event_capacity
root/broker/topology/fuchsia.inspect.Graph/stats:at_capacity_history_duration_ns
to be recorded in Cobalt via Sampler.
