[vfs][cpp] Add io2 GetAttributes/UpdateAttributes support

Add support for new io2 GetAttributes and UpdateAttributes methods.

Refactor conformance tests now that all harnesses support at least
GetAttrs/GetAttributes, and the set of supported attributes are
reported.

Ensure that Memfs and C++ VFS PseudoDir report storage/content size for
consistency with the Rust VFS and other filesystems (e.g. fxfs, Minfs).
