[fusb302][vim3] Add scoped enum support to inspectable-types.h
This CL updates InspectableUint to work with scoped enums ("enum
class"), and adds a similar implementation in InspectableInt. The latter
can be used with enum classes whose underlying type is a signed integer.

Test: fx test fusb302-test (no functional changes)
