[test_pilot] Generate partial test config for device tests

This CL will generate partial config for all test components and pass it to the config generation tool.  The generator will make sure that all required files exist. We will implement logic to generate the config in next CL.

This CL also aligns the arguments passed to the test pilot with design doc.
