[settings] Filter events in restore_agent_tests This adds a `next_of_type` helper that ignores unexpected message types and updates the restore_agent_tests to use it so that we can ignore events we don't care about. Note: this is fixing a latent issue uncovered when adding additional events the settings handler's startup flow.
