[fx] Specify clang-apply-replacements binary and fix files So that the run-clang-tidy script uses the one in //buildtools instead of whatever happens to be on the system (or errors out because it can't find it). Also fixes how the files are passed to clang-tidy so that they are passed properly. Change-Id: Ic50bcdfec0f51cb2099ad218b0eec56a3ec75720
