[bt][fidl] Rename `avdtp.PeerManager` to `avdtp.test.PeerManager`

The fuchsia.bluetooth.avdtp FIDL library is a testonly library used to
drive out of band A2DP & AVDTP behavior. It's current use cases are in
BT tools (bt-avdtp-tool) and SL4F.

Rename it to make library intent clearer.
