[rust_crates] Expose generic-array for direct dependency generic-array figures into the public API of other vendored crates (e.g., sha2) but before this change has not been made available for direct dependency. Following convention, this change introduces //third_party/rust_crates:generic-array, which gives a public, indirect dependency on the visibility-restricted, versioned target of :generic-array-v0_14_5.
