[fidl] Remove fidl_write_v1_wireformat GN arg.

fidl_write_v1_wireformat was a GN arg used for the static union to
extensible union migration, and is no longer needed.

This CL also re-enables a few tests that were disabled during the
migration, due to bindings checking their output against raw FIDL bytes
for the union vs xunion wire formats.
