[visalia][boot-shim] Fix boot shim memory config for Visalia Set the correct RAM start and disable device tree parsing. The bootloader does pass a device tree but the memory entry is apparently invalid and was overriding the memory config in the boot shim. Bug: b/147690048 Test: Flashed and paved Visalia, k pmm free now shows more reasonable numbers. Change-Id: I2f1acdcd9fd4cd3f8e4988d973144461fe1773b6
