Fuchsia WLAN FullMAC Platform Driver Tests

These tests use testcontroller-driver to create some number of instances of the wlanif FullMAC platform driver and tests them using the fuchsia.wlan.sme/GenericSme and fuchsia.wlan.fullmac/WlanFullmacImpl protocols.
