[docs] Clarify terminology around component manifests "Component manifests", "component manifest source", and "component declarations" are three related but separate concepts. We shouldn't conflate them all as "component manifests". Change-Id: I9d8a8aa43ef19094c70ad19f397cbf3606b45b03
