[elfldltl] VmarLoader -> LocalVmarLoader, RemoteVmarLoader

This renames what was VmarLoader to LocalVmarLoader: the version
that is only usable in the current process.  It also adds a new
variant RemoteVmarLoader, usable for any process.  The tests only
exercise RemoteVmarLoader in the current process for now.
